Buying the plot is the part everyone plans for. Building on it is the part that surprises people — often by a factor most first-time builders did not budget for. If you are buying a plot in Faisal Town Phase 2 or anywhere in the twin cities with the intention of building, this is the number you need alongside the plot price.
How construction is actually priced
Contractors in Islamabad and Rawalpindi quote in two ways, and confusing them is the single biggest budgeting error:
- Grey structure — foundations, structure, walls, roof slabs, basic plumbing and electrical conduiting. A shell you cannot yet live in.
- Finishing — flooring, tiles, paint, woodwork, kitchen, bathrooms, electrical fixtures, grills, external finish. This is where the specification you choose swings the cost enormously.
- Turnkey / A-to-Z — both together, handed over complete.
Rates are quoted per square foot of covered area, not per Marla of plot. A 5 Marla plot does not mean 5 Marla of construction — your covered area depends on setbacks, how many storeys you build, and the by-laws in force.
Indicative 2026 ranges (verify locally)
Costs move with cement, steel and labour, so treat these as the ballpark being quoted in the twin cities at the time of writing, not a fixed price list. As of 2026, grey structure commonly quotes in the region of PKR 2,500–3,500 per sq ft, and turnkey construction roughly PKR 5,500–8,500 per sq ft depending on specification — economy finishing at the bottom of that band, premium imported fittings well above the top of it.
Because the range is this wide, a single contractor's quote tells you very little. Get three written quotes with an itemised bill of quantities, and compare the specifications line by line rather than comparing the headline numbers.
Rough budgets by plot size
Using a typical double-storey build and approximate covered areas — your architect's actual drawings will move these:
- 5.56 Marla (25×50 ft): roughly 1,900–2,200 sq ft covered across two floors. At mid-range turnkey rates, budget broadly PKR 1.2–1.7 Crore for construction alone.
- 10.89 Marla (35×70 ft): roughly 3,300–3,800 sq ft covered. Broadly PKR 2–3 Crore at similar specification.
- 1 Kanal (50×90 ft): roughly 5,000–6,000 sq ft covered. Broadly PKR 3–5 Crore, with premium builds going considerably higher.
Put that beside the land cost and the full picture emerges: a 5 Marla plot in Faisal Town Phase 2 at PKR 2,790,000 on full payment (current rates here) is roughly a third to a quarter of the total cost of ending up with a finished house. Budget for the whole project, not the plot.
The costs first-time builders forget
- Society building approval and map fees, plus any completion charges.
- Utility connections — electricity, gas where available, water and sewerage connection charges.
- Boundary wall and site levelling before construction begins, which on an undeveloped plot is a real line item.
- Architect and structural consultant fees, typically a percentage of project cost.
- Material price inflation across a 12–18 month build. Build a contingency of at least 10–15% into your budget or the contingency will build itself out of your finishing quality.
Should you build now or hold the plot?
If the plot is in an early-stage block, the question answers itself — you cannot build before development and possession reach you. Our possession and balloting guide explains that sequence, and the Sector O Model Block is the part of the society marketed for the earliest possession.
If you can build but are undecided, weigh it honestly: a built house in an early-stage society is harder to resell than a plot, because your buyer pool narrows to people who want that exact house. Our plot vs house comparison covers the trade-off.
And the standing caveat that applies to everything on this site: Faisal Town Phase 2's NOC is under process, not approved. Factor that into a decision as large as a construction budget.
